Urban Mobility Plan

What kind of mobility are we moving towards?

The mobility habits that have developed over the last 50 years are evolving into new ways of getting around. For this reason, Barcelona is adapting is urban space to guarantee a more equitable distribution of space for the various modes of transport, by opening cycling spaces for bicycles, improving the bus network and giving priority to people travelling on foot, with widened pavements and peaceful streets offering comfort and safety.

Barcelona's Urban Mobility Plan

The city of Barcelona has the 2013-2018 Urban Mobility Plan (PMU) as a planning tool which sets out the lines of action governing urban mobility in the coming years. It is set as a strategic horizon to continue advancing towards a more sustainable, more efficient, safer, healthier and more equitable model of collective mobility. The Plan establishes the objectives and actions necessary to ensure that the different modes of transport and the people using them can coexist on the public highways, pedestrians and cyclists are prioritised and protected, public transport is promoted, the use of private vehicles is reduced, commercial and tourist mobility is regulated and the efficiency of the mobility network as a whole is guaranteed.

Strategic lines for mobility

The mobility model that we are building together in Barcelona has four fundamental strategic lines:

Safe mobility

Barcelona's Urban Mobility Plan establishes measures that cover the most important road safety factors for reducing accidents to zero, and especially to protect pedestrians, cyclists and bikers, who are the most vulnerable.

Sustainable mobility

To promote the use of bicycles, move about comfortably on foot, get around on public transport, reduce the use of private vehicles wherever possible and boost alternative fume-free energies. These modes are within reach of everyone to improve the environmental quality of Barcelona.

Fair mobility

Barcelona's Urban Mobility Plan ensures that everyone has the same opportunities when it comes to travelling around the city using the most sustainable modes of transport, especially using public transport or bicycles. These modes are available to everyone to allow them to get around collectively and with fewer accidents, unlike with private motor transport which has traditionally dominated the space on roads.

Efficient mobility

Efficient mobility helps to improve the traffic flow, optimising public transport services and helping citizens to get around more quickly, comfortably and easily through public spaces. It also reduces traffic that does not provide advantages and which has an environmental, social or economic cost for society as a whole.

Accions destacades

  • Eliminar progressivament aparcaments de motos i carrils bici a la vorera.
  • Afegir 32 quilòmetres de carrers per a vianants.
  • Millorar la vigilància i el control de la disciplina a les voreres.
  • Instal·lar ascensors i escales mecàniques accessibles a l’espai públic.
  • Eliminar tots els obstacles als espais destinats a vianants (pals, armaris, etc.)
  • Restringir i reduir la mobilitat rodada als entorns dels centres escolars, sobretot en els horaris d’entrada i sortida a l'escola.
  • Millorar l’eficiència de la xarxa de bus, racionalitzant els recursos sobre la base de la demanda de cada línia i revisant-ne els trajectes.
  • Analitzar la xarxa de cap de setmana per donar un millor servei al client sobre la base dels seus desplaçaments.
  • Afegir 67 quilòmetres de carril bus.
  • Elaborar una proposta d’ordenació d’autobusos supramunicipals i de creació d’estacions d’autobusos:
  • Impulsar el park-and-ride amb connexió al transport públic en origen.
  • Analitzar la transformació de les línies de bus de barri a bus a demanda.
  • Completar línies senceres amb busos de zero emissions.
  • Implantar el pla de millora de l’oferta de metro millorant-ne la freqüència de pas.
  • Prioritzar i impulsar actuacions crítiques del pla de rodalies.
  • Desenvolupar una aplicació pública del taxi.
  • Estudiar el sistema de microparades de forma generalitzada.
  • Incrementar la xarxa actual de carrils bici un 40%.
  • Incloure un carril de màxim 30 km/h als carrers de tres o més carrils de circulació, per fomentar la compatibilitat amb la bicicleta.
  • Estudiar l’ampliació del nombre de bicicletes elèctriques del Bicing en funció de la demanda.
  • Desenvolupar el pla estratègic d’aparcament segur de bicicletes a la ciutat.
  • Estudiar la modulació del temps d’estacionament a l’àrea DUM en funció del tipus d’activitat de distribució que es realitzi. 
  • Impulsar la implantació de microplataformes logístiques de distribució d’última milla, com a mínim una a cada districte de la ciutat.
  • Promoure la càrrega i descàrrega nocturna amb vehicles silenciosos.
  • Potenciar el sistema de consignes o click & collect (alternatives per reduir els lliuraments a domicili).
  • Estudiar i promoure mesures tarifàries i/o fiscals per reduir l’impacte ambiental de la DUM (“taxa d’última milla”, “taxa e-commerce”). 
  • Analitzar la sinistralitat en l’àmbit DUM i promoure mesures per minimitzar-la.
  • Intensificar les actuacions sobre les zones de concentració i punts de risc de sinistres.
  • Implantar la velocitat de 30 km/h a tota la ciutat (excepte a les vies de connectivitat). 
  • Fomentar i prioritzar l’ús de vehicles més sostenibles i menys sorollosos, preferentment elèctrics i alternativament GLP o GNC.
  • Assolir un 80% de la flota municipal elèctrica el 2024.
  • Incrementar els punts de recàrrega per a vehicles elèctrics (60 punts de recàrrega ràpida).
  • Desenvolupar i implementar l’Estratègia d’aparcament de la ciutat.
  • Estendre la regulació de l’AREA a tota la ciutat fins a assolir el 90% de les places regulades a la calçada.
  • Potenciar una xarxa d’aparcaments amb serveis a la mobilitat més diversificats (bicicletes, motos, DUM, vehicle elèctric i vehicle compartit).
  • Estendre els serveis de vehicles compartits a l’àmbit metropolità (turismes, motos i bicicletes), amb l’ampliació de llicències respectiva.
  • Implementar la incorporació de sistemes automàtics de control de la indisciplina viària (radar, radar pedagògic, radars de tram, sistemes de foto en vermell, càmeres, etc.).
  • Introduir la videodenúncia als busos per tal d’identificar i multar els vehicles que facin infraccions a les parades i als carrils bus.
  • Fomentar els plans de desplaçament d'empresa.

El PMU 2024 proposa un nou repartiment modal en què més del 80% dels desplaçaments es faran a peu, amb transport públic o amb bicicleta.
